James C. Lefler

James C. Lefler, Jr., CSP - President and CEO

James C. Lefler, Jr., CSP - President and CEO

Jim is a Certified Safety Professional with a B.S. in Fire Protection and Safety Engineering Technology, from Oklahoma State University and has 35 years of experience in safety, environment and health issues in oil and gas, refining, and petrochemical operations. His areas of experience include operations management, industry standards, strategic initiatives, and a thorough knowledge of government compliance including OSHA, EPA, NFPA and DOT regulations. Facility startup and turnaround activities are also significant skills.

As worldwide corporate safety manager for Occidental Oil and Gas Corporation, he was responsible for implementing process safety management across domestic and international oil and gas operations. Jim also served on the API Executive Committee on Safety and Fire Protection where he shared authorship on various API Recommended Practices. In his time as environmental manager for U.S. Operations at OXY, Jim was responsible for responding to the Clean Air Act Amendments of 1990 and developing and implementing compliance programs for U.S. oil and gas operations as well as equivalent programs for international operations.

Jim currently serves as Owner, President and CEO of JCL Service Company LLC, parent company of JCL Safety Services LLC and JCL Risk Services LLC.

Eric Biggs

Eric Biggs, CSP - Vice President, Operations

Eric is a Certified Safety Professional with 17 years of experience and holds a B.S. in Fire Protection and Safety Engineering Technology from Oklahoma State University. Through his multiple plant experience, Eric has developed a well-rounded skill set in regulatory compliance, negotiating and coordinating environmental permitting, reducing environmental footprints, providing controlled environmental and safety sustainability, lowering workers compensation costs, implementing shared leadership safety teams, and developing and implementing EHS programs integral with ISO 14001 and OHSAS 18001 Management Systems.

Eric is responsible for managing company operations, plus the oversight and placement of safety professionals and project safety management in client locations for construction, maintenance, turnarounds and turnaround planning with up to 375 people in the field at one time. Previously, he has held management and safety positions for Willbros Downstream, Owens Corning Corporation and the Black and Decker Company.

Brian Thomason

Brian Thomason, CPA - Vice President and CFO

Brian has over 15 years’ experience in the financial management of companies operating in the oil and gas construction/service and manufacturing industries. His experience includes CFO and controller roles for private and publically held companies ranging from $10 million to $250 million in annual revenues.

Brian leads the overall financial management of the company. He has primary responsibility for all administrative functions such as finance and accounting, billing and accounts receivable, legal and contracts management, and human resources and payroll. Additionally, Brian participates in all areas of the company, including strategic management, operational management, and business development.

Donna Seabolt

Donna Seabolt - Administrative Manager

Donna has over 25 years of experience in office administration in the oil and gas and manufacturing industries. Areas of experience include human resources, payroll processing, administrative/front office management, project management and logistics, warehouse inventory controls.

Donna is responsible for human resources, employee benefit administration, the hiring process for new employees, administrative management, managing global drug, alcohol and background consortiums, project management and logistics. In addition, she also manages the corporate databases to ensure accurate documentation of regulatory training requirements, coordinates sales conferences and travel arrangements, and assists with payroll processing and facility management.
